Stéphane Abrial / Der Franzose ist erster Europäer auf einem hohen NATO-Posten in den USA

Die Superpatrioten in Frankreich platzen beinahe vor Stolz: Zum ersten Mal erhält ein Nicht-Amerikaner einen Schlüsselposten der NATO-Struktur innerhalb der USA, und die Wahl fällt auf einen Franzosen. General Stéphane Abrial ist der Überflieger und wird künftig in Norfolk (Virginia) Supreme Allied Commander Transformation, also Verantwortlicher für die Reform der Einsatzdoktrin, Struktur und Truppen des Militärpaktes.

Daran war noch vor wenigen Jahren nicht zu denken. Die Ablehnung Frankreichs, unter dem Kommando der USA in einer »Koalition der Willigen« 2003 an der Irak-Aggression teilzunehmen, hatte das Weiße Haus schwer erzürnt. Die damalige Außenministerin Condoleezza Rice gab für das Verhältnis zu den drei wichtigsten Verweigerern die Parole aus: »Deutschland ignorieren, Russland verzeihen, Frankreich bestrafen!« Und auf die Journalistenfrage, ob Frankreich mit Konsequenzen für sein Verhalten rechnen müsse, antwortete Außenminister Colin Powell im April 2003: »Ja!« Allein die Art der Vergeltung stehe noch nicht fest. Anschließend flogen in Übersee französische Waren aus den Regalen, floss echter Champagner in Manhattans Rinnsteine, selbst der »french toast« auf der Speisekarte verlor seinen französischen Vornamen.

Tempi passati -- vergangene Zeiten. Der Luftwaffengeneral Abrial -- er war während seiner Laufbahn auch mal im Jagdfliegergeschwader »Mölders« in Neuburg (Bayern) stationiert -- findet ein völlig intaktes Verhältnis Frankreichs zu den USA und damit zur NATO vor. Präsident Nicolas Sarkozy hatte ja die Politik nicht nur seines unmittelbaren Amtsvorgängers Jacques Chirac sehr schnell konterkariert, indem er nach über 40 Jahren Absenz Frankreich wieder voll in die NATO-Strukturen integrierte. Bereits zuvor hatte Sarkozy das gestörte Verhältnis zur Bush-Administration auf seine sehr direkte Art mehr als repariert.

Dafür wird Frankreich jetzt offensichtlich belobigt und der bisherige Luftwaffen-Stabschef Abrial ist wohl der passende Mann dafür, hatte der verheiratete Vater zweier Kinder doch 1991 am ersten Golfkrieg des Pentagons als Kampfflugzeug-Pilot teilgenommen, stationiert in den USA. Dorthin wurde er jetzt wieder berufen, an seinem 55. Geburtstag.

Change of command at Allied Command Transformation **

French General Stéphane Abrial took over the position of Supreme Allied Commander Transformation (SACT) from US General James Mattis on 9 September. NATO Secretary General Anders Fogh Rasmussen formally carried out the change of command, which took place on board of the USS Dwight D. Eisenhower close to the ACT Headquarters in Norfolk, Virginia.

The Supreme Allied Commander Europe, Admiral James Stavridis; the Chairman of the Joint Chiefs of Staff, Admiral Michael Mullen; the Commander of the US Central Command, General David Petraeus; the US National Security Adviser, General James Jones; the French Chief of Staff, General Jean-Louis Georgelin; and the Chairman of the NATO Military Committee, Admiral Giampaolo Di Paola, also took part in the event.

The NATO Secretary General paid tribute to General Mattis for the valuable contribution he brought to NATO's transformation process for the last three years. "From the outset, General Mattis served to demystify transformation, making the work of the command here in Norfolk understandable and relevant to the needs of the Alliance," he said.

General Abrial's nomination followed the decision of Franceto retake its full place in NATO's Integrated Military Structure, which was officially announced at the Strasbourgand Kehl Summit in April of this year. To date the Strategic Command had been headed by US commanders.

In his capacity as SACT, General Abrial will lead the transformation of NATO's military structure, forces, capabilities and doctrine to strengthen the interoperability and deployability of NATO's multinational forces.

"I already made clear that NATO's transformation is one of my main priorities," said Mr Fogh Rasmussen. "My goal is to ensure that we have deployable troops, properly trained and properly equipped. And importantly, at a price nations can afford."

General Abrial takes his functions at a crucial moment in the Alliance's history, as the NATO Secretary General has just launched a process aimed at redefining NATO's Strategic Concept in line with today's security challenges.

"General Abrial, we welcome you in your new position and wish you bon courage with the challenges you face," said Mr Fogh Rasmussen. He added: "At a time when the transformation of the Alliance, and ACT's role in that, is at a key moment, your extensive professional experience will be key."
